After three years lobbying Congress to give our kids real freedom of choice in the school cafeteria, we finally won! To celebrate the passage of Federal Bill S-222, we’re launching the Switch4Good Justice Tour to teach communities all over America about schoolchildren’s new right to choose plant milk instead of cow’s milk with their school meal.

So far, we’ve reached over 2,000 middle and elementary school students in the midwest. But that is just the beginning. We will be on the road as long as it takes—with a rotating roster of education advocates, nutritionists, Olympic athletes, and other passionate believers in students’ fundamental right to freedom of choice and a healthy beverage that doesn’t make them sick.

About the Tour

The Justice Tour is so much more than a fun road trip. It’s a new day for health, truth, and food equity in the National School Lunch Program. Plus a celebration of a bedrock principle in the United States of America—freedom of choice!

When President Trump signed bipartisan bill S-222 into law, he ended the 80-year-old cow’s milk monopoly in our nation’s school lunchrooms. This truly historic decision is exciting for all America’s schoolchildren—but especially for kids with dairy allergies and lactose intolerance, most of whom are children of color.

The primary focus of the Switch4Good Justice Tour is education. As you may know, when Congress passes a bill, they expect nonprofits like Switch4Good and the private sector to spread the word. So, that’s what we are doing–educating the public about the availability of plant milk in school cafeterias.

What We’re Doing 

We are traveling to schools across our great nation to help students, teachers, and parents understand what the new plant milk option means for them in terms of nutrition and health. Many middle-schoolers already embrace plant-based, dairy-free food–either because they are lactose intolerant and can’t digest cow’s milk or because they are concerned about the environmental impact of animal agriculture. 

However, we know our audience–and we definitely know kids like to play:) So we are also making our the Switch4Good Justice Tour tons of fun for everyone! Students will play all kinds of games, win prizes, hang out with Olympians and other professional athletes, and sample delicious plant milks. They will leave our special assemblies with an aching gut from laughing so much, rather than from drinking cow’s milk!

How Did We Get Here?

There is a well-known saying that is perfectly appropriate for the passage of Federal Bill S-222: “The wheels of justice turn slowly, but grind exceedingly fine.” In other words, it can take a very long time for people to do the right thing… but when you are on the right side of history, justice always prevails.

For years, Switch4Good worked on a series of initiatives to add plant milks to the 80-year-old National School Lunch Program (NSLP). Most recently, our two organizations wrote the Freedom in School Cafeterias and Lunches Act; aka the FISCAL Act. And while it is undoubtedly ironic that we finally persuaded Congress to add plant milks to the school lunch line on the back of the “Whole Milk for Healthy Kids” Act, we won’t quibble with the outcome:)

The Whole Milk for Healthy Kids Act (S-222) incorporated core provisions from our FiSCAL Act with new NSLP provisions that fundamentally modernize national school milk policy for the first time in generations.

With the passage of S-222 on January 14, 2026, Congress dismantled an outdated federal mandate requiring placement of a carton of cows’ milk on every National School Lunch Program tray, expanded access to non-dairy alternatives, and instituted flexibility and freedom of choice in the school cafeteria.

Switch4Good helped build a coalition of more than 200 animal welfare, medical, nutrition, and child-advocacy organizations supporting the FISCAL Act and urged that its core provisions be added to S-222, the Whole Milk for Healthy Kids Act.

Reps. Troy Carter, D-La., and Nancy Mace, R-S.C., led the FISCAL Act, H.R. 2536, in the House, while Senators John Fetterman, D-Pa., John Kennedy, R-La., and Cory Booker, D-N.J., launched the Senate companion. The Senate bill leaders inserted key FISCAL Act provisions into S-222.
